Aqif Pashe Bicakciu (Elbasan), a man endowed with knowledge, culture and a free spirit, is the first patriot who raised the first flag of Independence in Elbasan, Albania, on November 25, 1912. As one of the most vocal figures in the fight for the unification of the Albanian lands in a national state, his patriotic and state political activity stood out during the Albanian national movement when independence was announced and the creation of the first Albanian state. Aqif pashe Bicakciu stood out in the most critical periods of the national political movement, in the complicated years of the First World War and after it, in the Congress of Lushnja and in the efforts for the consolidation and democratization of the Albanian state. He, together with the people of Elbasan and with the support of Ismail Qemali, raised the national flag on November 25, 1912, the first to declare independence, showing the Serbian army, which was approaching Elbasan, that it had stepped on the territory of Independent Albania.
